Anyone know why his limit burst attack that does 2 elemental chains does not trigger the "Make a chain of 2 or more" missions?

Elemental chains are different. If it just says plain “chain” it means physical attack type, like slash, pierce, missile, or strike. The mission will specify elemental chains sometimes, but they’re different.

Magic lower than medi, and I think his LB doesn't hit as hard, support types generally aren't highly rated

MA 2 gives him permanent courage when his HP above 70%. He is S+ tier because of Resnick (lightning healer). Their combo makes Skahal somewhat "unkillable" in JP.

I wouldnt say so. Lets take a closer look on his support abilities. If you are just talking about Magic Damage output then you have to look up for his and Medienas magic stat.
From 'Skulle' Blackmage Mainjob he can get the support ability "Mag Up lvl 1" and also he can get another one from his rod wielder subjob. So in comparison he can have a 20% higher magic value in comparison.

High magic numbers + really good VC + thunder staff + time mage utility + lightning mage esper looks really great but he's missing something like a Thundaja spell to be good, or more speed or speed cast, I hope he gets his ex job soon (: it's like there's just a little tiny thing keeping him away from S tier

His black magic mastery description is different ingame, unless it was changed. It suggests it upgrades mag up lvl 1 to black magic mastery.

Wow he can hit a lot of magic points by having two passive magic up. Potentially stronger than the dreaded medienna with both his first and second class, im glad i still dont have any lightning unit, saving for him in global!

he would probably hit harder than mediena thanks to his 2 passive,but she can debuff ice with her limit,wich is good for lasswell,if I could I would like to have both xD
