It is suppose to be available FFT Battle Lv. 1 but you can't win it through quest missions.

Can someone explain this? I'm already clearing the lv40+ quests and haven't found any of the green orbs for him.

Check event quest milestones, it should be there.

You can use nameless hero memory instead, because gaff is limited hero and the event already over
