They implemented the master quest shard mission a little later, which caused an issue where people can't collect the shards if they completed the master quest before the shard mission was available. It's in the game's notices & it'll get fixed soon.

Bring him up to level 40 and do the quest to obtain his master ability.

can you tell me the name of the quest? for some reason the button that shortcuts you to character quest isn't working my tidus is lvl 55
