I think it's meant for the 3rd slot(trust master equipment slot)? Sorry if I'm wrong.

Same... won’t let me equip it after unlock in slot 3 or any slot. It’s in my inventory, slots open. Not showing up

Just figured it out from other comments. I equip weapon. Then you can equip 2 other things with that as your primary weapon.

You have to UNEQUIP your main weapon as you can only carry 1 weapon at a time, then you can equip his TMR.
