Just figured it out from other comments. I equip weapon. Then you can equip 2 other things with that as your primary weapon.

You have to UNEQUIP your main weapon as you can only carry 1 weapon at a time, then you can equip his TMR.

Would putting this on Ramza and using triple blow give you 3x the chance of inflicting confuse?

abilities do not have a chance to proc the confuse, only normal attacks

It affects sword skills. 1 block close, not range. E.i burst strike or killer blade won't proc but blade bash would do.
