I have been doing 2.5hr timers on my watch using all my skip tickets and i got it to proc 4x times today with this methods in less then a minute of resetting the timer. the skip tickets it felt cost more the more the whimsy appeared as if it cost more to get it to appear.

2h cooldown from when it starts (1:30h from when it ends). If it pops up 15h, the earliest it can pop up again is 17h

It pops up from you doing story quests. That's why it'll always pop up at the end of one.

I can make it spawn one hour after it closes , in other words if it spawned at 12:00, it will close at 12:30 meaning that you can start grinding for it to spawn again at 1:30
spend about 500 NRG doing high cost fights you can get it to spawn.
