Can shards become a character?

I want to have a gilgamesh. Can I have it just by buying 40 shards of gilgamesh using 4,000 visiores instead of summon it at the featured summon?

I just pulled a Thancred randomly. Was saving FFXIV tokens to buy him. How many chard’s will I get if I buy him?

no, but any extra characters you pull will become shards.
