Equip upgrade be nerfed

today i go to upgrade my +5 platinum rod and for my surprise the upgrade bonus changed from +5 mag per lvl to +3 mag per lvl.
i used my 50 seals of magic and end it with 126 mag.

i hate that and anyone else see the change in other weapons?
