Investing in Cid [GL] and some Team questions

How much longer until Cidolfus arrives to GL? And if one was to invest in him,how much Visiore would it actually take?

I've read somewhere that a unit in this game has basically most of its strengths at LVL 79 or LB3 and 6 Star awakened. So how much to LB3 him, of course getting him from the summon is also a different problem.

And another question: Should I still pull for him? I've made lots of mistakes as I started this game, and may have overspent my visiore in some bouts of extreme stress.
I'm currently left with 10.6K visiore, but fortunately was able to pull the much needed 3 URs for new players, Mediena, Ayaka and Engelbart. Of course, I lack shards for them though, so my question still remains.... Should I still pull for Cid?

Cid probably is coming next week, if doesn't have a FFVII Remake banner.
How much? Depends on your luck, I suggest saving more than 15k.
To LB him needs a lot of grinding if doesn't have a event.
And you got nice URs, focus only on 1 or 2, and for me, I would like to have Cid, a limited character very decent in all type of game, pvp, pve, raids..
