what is the difference between haste and vitalize?

Haste at lv.20 is a 42% increase to CT acquisition. Vitalize at lv.20 is a 25% increase to Agi.
So Haste is going to be better, but because they function differently you can stack them.

Haste increases CT gains, Vitalize increases Agi.

Haste increases the CT of a character (how fast it's next turn will go).
But not sure of vitalize, perhaps is the one that fulls the CT of a character so it can take a turn right away.
