Nope, it means it decrease the damage of AOE attacks that are not single target attack type.

Personally I wouldn't. I mean it does give you some flexibility like having the 20% area attack res on a melee unit to benefit from the stats on the card... but I wouldn't unless you have an excess of resources or unless this card would work better for your core PvP/Guild battle team.
