Are equipments abilities created on crafting +1 and above equipments like addtional features e.g. Nagnarok Slash feature, or applied on via special enhancement items?

Yes, once you craft a weapon of a higher rarity (+1,+2,+3, etc) you will see additional stats displayed in a box below
