As explained by another comment, shards aren't used to unlock a unit. They are only to upgrade units.
Only way to get limited-time units is through summoning. But permanent units can end up in a UR select ticket after they've been released for a long time.

Shards don't allow you to acquire the unit, you have to pull for her actual unit during her banner (but the banner is over, she won't be back for another year unless she comes back sooner).
Shards are only used for upgrading the unit that you already have.
