only certain skills can do this. i only remember ayaka's limit burst can remove it, dunno any other skill.

what does this do? i casted this on a mob and its like nothing happened

if it successfully inflicted to enemies, it will stop that unit from doing any action. their CT will stop adding up, hence they'll just stop doing anything until the effect wear off.

So has any1 tested the avarage proc chance of this thing?

Depend on your faith. Kitone lb has 67% chance to proc while normal stop has 25%. (Your faith + enemy faith)*25% = final proc chance
