Moore is a water solo-focused mage that is made to go against other mages. Her kit increases her tankyness against magic damage, but they are mostly for her own (aside from TMR), and she only has a few team buffs. Unlike tanks that can raise hate and utilize them to soak up some damage, Moore leans more towards using that survivability to deal high damage. Her other downside is that many of her skills require cast time, and she has no cast time reduction ability like some other mages.
As of her release, she's pretty relevant against the current meta since Mont (King of Leonis) and magic damage dealers like Yuna / Helena (Black-Robed Witch) have been running rampant for quite a while. Being a water element unit means she has an advantage over King Mont, and not weak to Yuna/Helena. She has 50% resistance to disable, and TMR nullifies several status effects including berserk. Against the mages, she can inflict silence from her job lvl 25 skill, and there's also Jamming Thrust to interrupt spells.
She can be worth rolling for if you want to be part of the crew that disrupts the meta. Also good in some PvE contents like raid since she can reduce enemy's MAG from job lvl 25 skill, and LB can reduce water resistance.
all she does is eat magic damage. her utility is low and even with magic pierce in pvp she gets resistsed. going up against a spirit tank with slash attack and shes useless. black witch helena wont 1 shot her but it doesnt matter cuz she cant win 1v1 anyways. ultimately this unit is not great. easily countered and when ff7 drops irrelavent.
