With the available Gunner and Sniper jobs, she has access to passives that can giver her up to +3 range if you equip both, and another +1 from an active skill for a total of +4 to range. Together with her TMR weapon, she is less likely to be targeted, while still being able to attack from afar. She might not be hard hitting compared to some UR units due to her lower stats, but she does provide some useful offensive buffs and debuffing attacks.
As a free unit, she can be quite worth it to level because of her range and supporting ability. Even moreso if you happen to be using a missile focused team, or a mono water team because of her master ability + Siren VC for an easy high water attack increase.
