Are Red Job Materials available from Story Missions in JP yet?

No but they are available in events available using event skip tickets. I have gotten a ton of white weapon slate tablets along with my red materials. There are also events to summon certain materials needed for EX jobs as well that you can use event skip tickets for as well. Do keep in mind Event skip tickets don't come nearly as often as regular story skip tickets.
