If unit number 1 attacks unit number 2, the hit misses, can the reaction ability of unit number 2 still activate?

I don't think it will proc if the reaction is AFTER the attack.
But Predictive fire (dual gunner) Predictive strike (Gilgamesh) can be triggered.
