So shield or dodge for Black Garb? I feel like the units who can equip this, the shield version might be better since we already have Winter Coat for evade.

Agree with you,also don't forget that a lot of units have at least one guarantee hit move so evasion always don't work.Also shield version give 17 DEF and 15 Evasion, that is something great.

That's not correct, it has 15 Crit Evade and 5 Evade

Iam taking into consideration the +10 from his passive so is 15 evade.His better have 17 def and 15 evade(10 from his passive and 5 from his status) than a very low def and high evade,of course that is my opinnion

shield have a better role with the
15 crit eva , just evasion have bad time against guaranteed hit and rng , for evasion on pve use sage hat which is easier to craft
