I don't understand why charge use 23 AP and super charge use 19, like charge being the initial skill of a ranger and with less damage... that skill should be cheap like 14 ap, I mean this that's doesn't make any cense
It does feel arbitrary but its probably because of the charge time, and the way the game has been balanced historically
