personally I wouldn't count on a free tidus bc it was xmas and we got cecil
reddit had posts on this a while ago, they said jp got 400 free shards, of the 1k you need for ex for ffx units, but also an update for barracks giving unit shards even for limited units
but there were also posts about how in the past with gumi jp versions and us versions have diverging rewards so we're not guaranteed
It was the last week of november and not much of a stretch to call it a loss leader for a limited event with two other units from a beloved franchise coincidentally requiring nearly double the resources to max shortly before students get christmas money
