Hardly. Cecil isn't powerful enough to one-shot most units he doesn't have elemental advantage with. Heck, he couldn't event do that to most units he has elemental advantage against.

Many of us older players fondly remember Cecil from the 16 bit days. A dark knight who turned into a paladin of light.
Just like in ff4’s story he probably would not do well on his own against dark units, especially Kain. But Cecil is a team player, who sacrifices some of his own hp to protect the rest. This resembles the cover/protect skill in ff4 where Cecil, once he becomes a paladin, keeps jumping in front of teammates to protect them from a fatal blow.
Still Cecil is not quite a complete tank like WoL or Engelbert, but rather a tank supporter. He has no skills to increase hate, but he can buff himself and the rest of his team quite well, and has a good atk stat.
Nah, would say there's hardly anything in common between them apart from being light supports, Cecil abilities are good for brutal content where you can stay in place and kite, and has aoe, a defensive supporter
Ramza is better for attacking specific targets, his attacks are more affordable, his buffs enable attacking, an attack supporter, can equip both light and heavy armor
He's great support. He can keep your allies covered for phys and mag attacks, and he does some pretty good damage, too. Also, his HP is massive if you stack it. He's a good damage soak and is better than Engle when it comes to absorbing magic damage. He has his ups
