What determines the value on this? Is it a flat 120 or can magic stat influence it? If it's a flat 120, why is this ability so trash?

The formula for lvl 20 is:

ROUND(MAG * FAITH_MOD * FAITH_MOD * 1.2)

MAG: Your MAG stat without the MAG added from equipping an esper, for whatever reason.

FAITH_MOD: ((Faith + 50) / 100)

Actually I was wrong about that -- the esper stats do apply but something is lowering the impact of the base MAG in the formula by a very similar amount (about 11.2%) to what the Esper was adding for me.

At any rate the formula of us should put you in the right ballpark of the heal amount at least.
